Community Council Meeting Minutes - October 2010

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Tuesday 19th October 2010 at Tonyrefail Community Hall, Pritchard Street, Tonyrefail, at 6.30 pm

Present:  Cllrs. Mrs. K. Godfrey (Chairman), Mrs. D.Roberts, Mrs. B. McDonald,  Messrs. R.B. McDonald,  S. Stevens, and S. Ambani

1  APOLOGIES
Apologies for absence were received from Cllrs. Mrs. A. Wharton, Mrs. L. Michel, Mrs. B. Jenkins,  Messrs. N. Whitehead, M. Jenkins,

2.  DISCLOSURES OF INTEREST
Cllr. R.B McDonald declared an interest in Planning Applications – Minute No. 7
I am a County Borough Councillor and unable to express an opinion on Planning Applications prior to a Development Control Meeting.

3.  CONFIRMATION OF MINUTES
The minutes of the monthly meeting held on Friday 3rd September 2010 together with the minutes of the Site meeting held at Trane Cemetery on Tuesday 29th September 2010 were confirmed as a correct record.

4.  PUBLIC BREAK
There was 1 member of the public present at the meeting, and no questions were raised.

5.  MATTERS ARISING FROM THE MINUTES

5.1  SENIOR CITIZENS’ CHRISTMAS DINNER
It was RESOLVED:  That the tickets would be available for collection from the Community Hall, Prichard Street, Tonyrefail,  on Tuesday 16th November and Tuesday 23rd November, between the hours of 10.00 am and 12.00 noon. 

It was further RESOLVED.  That all the money raised from the ticket sales would be donated to RCTCBC Mayors’ charity.

5.2  PENRHIWFER ALLOTMENTS – UPDATE
The Clerk advised Members that the Community Council bid at the recent Auction held on 23rd September was successful, and that the land was purchased at a cost of 10,200. 

The Clerk also advised that owing to the very short time scale involved, whereby we have to complete by the 21st October, that Cllrs K. Godfrey (Chairman) and Cllr. R.B. McDonald had both hand-sealed the relevant documents.

It was further RESOLVED:  That the Clerk would apply for a loan of 5000 over a 3 year period, from the Public Works Loan Board, subject to borrowing approval from the Welsh Assembly Government.

The Clerk was thanked for her efforts in securing the purchase of the allotment land. The Clerk was also asked to forward a letter of thanks to Cllr. M. Jenkins (Vice Chairman), for taking the time to attend the Auction with the Clerk.

5.3  PENRHIWFER ALLOTMENTS – RCTCBC LETTER 7/10/2010
Members noted the contents of the above letter.

5.4  LAND ADJACENT TO TRANE CEMETERY
The Clerk had made written to RCTCBC (Minute No. 3 -  Site Meeting minutes dated 28th September 2010), and had been advised that they were not in a position to purchase any land and that they did not have a statutory obligation to do so.  Cllr. R.B. McDonald advised that he would take this matter up with RCTCBC.

6.  CORRESPONDENCE

6.1  PROPOSED LOCAL GOVERNMENT (WALES) MEASURE PART 7

Members noted the contents of RCTCBC letter dated 7th September 2010.

6.2  DISTRICT VALUER SERVICES
The contents of their letter dated 21st September was noted.

6.3  TONYREFAIL SCHOOL INVITATION TO CELEBRATION EVENING
It was noted that Chairman, Cllr. Mrs. K. Godfrey would be attending the celebration evening on Wednesday 20th October 2010.

7.  PLANNING
Cllr. R.B. McDonald left the room whilst this item of business was discussed, as per his disclosure in minute No. 2

There were no objections to any of the planning applications placed on the agenda for this months meeting.

8.  FOOTPATH REPORT
Members noted the contents of the October report.

It was reported that the footpath on the right hand side, at the top of Trebanog hill, is  extremely ‘boggy’.  The Clerk advised that she would visit the site to see if the Community Council could undertake any minor work, or whether or not this would have to be reported to RCTCBC Footpath Officer.

It was also reported that the Footpath signpost needed replacing.  The Clerk would contact RCTCBC on this matter.

9.  ACCOUNTS FOR PAYMENT
It was RESOLVED:  To accept the accounts for payment as reported for October.

10  MEMBERS/CLERKS REPORT
In the recent site meeting held at the cemetery, it was reported that one of the large trees was causing a problem with one of the graves.  The Clerk had taken advice from Mr. Gwyn James in RCTCBC and was advised that the only solution to the problem would be to cut down the tree in question, which should cost in the region of 600 – 800.  It was agreed that the situation be monitored for the time being.

The Clerk had received a telephone call from Mr. Adrian Morgan in RCTCBC regarding a complaint he had received regarding the bus shelter which the Community Council had removed owing to continued vandalism in Heol Ty Llwyd.  The Clerk was asked to write to bus shelter companies to ask if they would provide a shelter free of charge and in return would be able to place their advertisement on the said shelter.

15.  DATE AND VENUE OF NEXT MEETING.
The next meeting of the Council will take place on Thursday 11th November 2010.
