Community Council Meeting Minutes - November 2015

MINUTES of the MONTHLY MEETING of Tonyrefail & District Community Council held on THURSDAY 12th NOVEMBER 2015 at the Community Hall Prichard Street, Tonyrefail which commenced at 6.30 pm.
 
PRESENT: Councillors: Messrs. G. Powell, S. Kiff, S. Stevens, N. Harding, G. Powell, A. Davies, Mrs. D. Roberts and Mrs. G. Godfrey

1. APOLOGIES FOR ABSENCE
 
1.1 APOLOGIES SUBMITTED FOR APPROVAL
Apologies for absence were received from Councillors: D. Owen Jones (Work Commitment), and A. M. Davies-Jones (Other Commitment). It was RESOLVED: To accept and approve the apologies submitted.
 
1.2 APOLOGIES NOT SUBMITTED
No apology for absence was received from Councillor C. Edwards.
 
2. DISCLOSURES OF PERSONAL INTEREST
There were no disclosures of personal interested declared.
 
3. CONFIRMATION OF MINUTES
It was RESOLVED: To accept and approve the minutes of the 2 Extraordinary meeting, the Monthly Meeting and the Events Committee meeting all held on Thursday 8th October 2015 together with the minutes of the Remembrance Day Committee Meeting held on Wednesday 21st October 2015.

5. MATTERS ARISING FROM THE ABOVE MINUTES:
 
5.1 FLY-TIPPING
It was reported that fly tipping is on the increase and that Land Fill Tax maybe having an effect. It was RESOLVED: That the Clerk writes to RCTCBC.
 
5.2 RENEWAL OF TELEPHONE SYSTEM – TRANE CEMETERY
Owing to the work-load of the Clerk it was RESOLVED: That this item is deferred to February 2016.
 
5.3 PROPOSED SITING OF BUS SHELTER – THOMASTOWN
Further to a consultation by RCTCBC whereby only 1 objection was received, it was RESOLVED: To accept the quotation from Groundwork Services in Bridgend and that a bus shelter will be sited in Thomastown as soon as one becomes available.

It was RESOLVED: To note the contents of their letter dated 21st October 2015 in respect of the Consultation on the draft Public Services Ombudsman (Wales) Bill
 
6.8 WELSH GOVERNMENT
The Invitation and Consultation on Green Paper Published 6th July 2015 was emailed to council on 26/10/2015 and it was RESOLVED: To note the invitation and consultation.
 
6.9 ONE VOICE WALES
It was RESOLVED: To note the November training schedule which had been emailed to council on 22/10/2015.
 
6.10 Tonyrefail & District Gardening Club
It was RESOLVED: To note their ‘thank you’ letter dated 16th October 2015.
 
6.11 CROSS ROADS
It was RESOLVED: To note their AGM will take place on Thursday 26th November
 
6.12 TONYREFAIL BOY & GIRLS F.C
It was RESOLVED: To note their ‘thank you’ letter dated 3rd November 2015.
 
7. PLANNING:
There were neither observations nor objections to any of the planning applications placed on this month’s agenda. There were also no observation or objection to planning application no. 15/1439/16 which was an application received after this month’s agenda had been circulated.

It was RESOLVED: To note and approve the footpath report for November as presented.
 
9. ACCOUNTS

It was RESOLVED: To accept and approve the accounts paid for October 2016 as presented.
 
9.2 ACCOUNTS FOR PAYMENT NOVEMBER 2015
It was RESOLVED: To accept and approve the accounts for payment for November as presented.
 
10. MEMBERS AND CLERKS REPORTS
 
10.1 CLERKS REPORT
The Clerk advised that the painting of the railings in the cemetery were near completion and that the notice boards for Tyn-y-Bryn and Coedely would be sited in the next few days.
 
10.2 MEMBERS REPORT
Councillor S. Kiff wanted the Clerk to relay his thanks to the council staff for the prompt replacement of the wayside seat on Collenna Road.
 
11. MONTHLY REPORT FROM THE PACT MEETING
It was reported that a new PCSO for Tonyrefail East was in place and the concern of fly tipping in the area as well as car parking problems in Tonyrefail.

Waiting for a site meeting to take place with the council and the Developer.

17.1 CHRISTMAS TREE LIGHTS – THE SQUARE
The Clerk advised that she had purchased 4000 low voltage lights for the tree.
The Clerk raised concern that the tree will look lost on such a large area and it was RESOLVED: That the Clerk is given plenary power to decorate the square.

To be discussed at the Events Committee meeting which will take place at 7.30 pm this evening?

It was RESOLVED: That 4 Councillors will be attending the dinner.
 
18. It was RESOLVED: That due to the confidential nature of the business of agenda item 18.1 and 18.2 under the Public Bodies (Admission to Meetings) Act 1960 (3) that any member of the public present would be excluded during the discussion of items 18.1 and 18.2
 
18.1 STAFFING
A confidential report was read out to Council and it was RESOLVED: That the Clerk seeks advice from a Solicitor who specialises in employment law.
 
18.2 PENSION POLICY
A pension policy will be drawn up by the Staffing/Policy and Resources committee when 18.1 has been concluded.
 
19. SUMMER FESTIVAL AND CLASSIC CAR SHOW 2016
Meeting to take place in February 2016.
 
20 COMMUNITY INFRASTRUCTURE LEVY
See minutes of meeting held at 6.30 p.m. this evening.
 
21. REMEMBRANCE DAY
A report was given on the Remembrance Day Parade and Service held on Sunday 8th November.
 
22. ST. JOHN’S CHURCH
It was RESOLVED: That the Clerk arranges a site meeting on Saturday 5th December at 11.00 a.m. with Mr. Paul Rees.

Councillors and Clerk to bring ideas back to council for Summer Flowering 2016.
 
24. PUBLIC SECTOR WASTE & RESOURCE EFFICIENCY PLAN - CONSULTATION EVENT.
As Councillor A. Davies-Jones was not present this item will be deferred to the December meeting.
 
25. WELL-BEING OF FUTURE GENERATIONS (WALES) ACT 2015
 
25.1 EXPIRATION OF CONSULTATION DATE
It was RESOLVED: To note the information of the Consultation.
 
25.2 SLCC CORRESPONDENCE RELATING TO WELL-BEING OF FUTURE GENERATIONS (WALES) ACT 2015
The Clerk advised that council cannot just note the information in relation to the well-being of the Future Generations (Wales) Act 2015. It was RESOLVED: To await the outcome of the Public Service Board.
 
26 DOG BINS
As Councillor A. Davies-Jones was not present it was RESOLVED: That this item is deferred to the December meeting.
 
27. REPAIRS TO PATH NEAR THE CEMETERY OFFICE

28 REQUEST FOR A STREET LIGHT AND CCTV CAMERA
A request for a CCTV camera and a Street Light between High Street and Llantrisant Road was discussed and it was RESOLVED: That the Clerk writes to RCTCBC in respect of the problems that are occurring at this location.
 
29 DOG FOULING – TYN-Y-BRYN PARK
A concern was raised in respect dog fouling on the football pitch in Tyn-y-Bryn park. It was RESOLVED: That the Clerk contacts RCTCBC to ask if the Kissing Gate located on the boundary of the football field could be kept locked when not in use. It was also RESOLVED: That the problem with dog-fouling is placed on the council’s website and face-book page.
 
30 COEDELY
 
30.1 REQUEST FOR CHRISTMAS LIGHTS
A discussion took place and it was RESOLVED: That Christmas lights are only be located in the shopping area of Tonyrefail.
 
30.2 PROVISION OF BUS SHELTER
Again it was RESOLVED: To accept the quotation from Groundwork Services in Bridgend and that a bus shelter will be sited in Coedely as soon as one becomes available.
 
31. INDEPENDENT REMUNERATION PANEL FOR WALES
 
31.1 Draft Annual Report for 2016/17
It was RESOLVED: To note the information contained in the report.
 
31.2 Proposed changes in the Remuneration of members of Community and Town Councils
It was RESOLVED: That this item is deferred to the December meeting.
 
32. RCTCBC – COUNCIL TAX PRECEPTS 2016-17
It was RESOLVED: That the Budget and Precept meeting would take place in December/January once the Tax base has been set.
 
33. DATE & VENUE OF NEXT MEETING
It was RESOLVED: That the next meeting of the Council will take place on Thursday 10th December 2015 at 6.30 p.m. in the Community Hall, Prichard Street, Tonyrefail.
