Community Council Meeting Minutes - November 2012

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 8th November 2012 at Capel Farm Resource Centre, Heol Ty Llwyd, Tonyrefail, which commenced at 6.30 pm
 
PRESENT:    Councillors Messrs. S. Stevens (Chairman), S. Kiff (Vice Chairman),  H. Jones, N. Harding, A. Davies, G. Powell, Mrs. D. Roberts, Mrs. K. Godfrey and Ms. A. Davies

1 APOLOGIES
Apologies for absence were received from Councillor G. Evans and Karen Howells from Communities First.
 
2. DISCLOSURES OF PERSONAL INTEREST
There were no disclosures of personal interest declared.
 
3. TO MEET WITH COMMUNITIES FIRST
 
 3.1 Allotment Provision
Communities first were informed of the letter from RCTCBC dated 25th September advising that they would support a project to establish a new allotment site in Tonyrefail.  The Clerk would email a copy of the letter to them.
 
3.2 Land at Cae’r Gwerlas
A discussion took place and it was RESOLVED:  That until a Resident’s Association is up and running that this item is removed from the Minutes.
 
4. CONFIRMATION OF MINUTES
The minutes of the Special Meeting, the Grants Meeting and the Monthly meeting held on Thursday 13th September together with the minutes of the Full Council meeting held on Tuesday 9th October were all confirmed as a correct record.
 
5. PUBLIC BREAK
There were no members of the public present.
 
6. MATTERS ARISING FROM THE MINUTES
 
6.1 TONYREFAIL O.A.P.
Grant Application – Proceeding.
 
6.2 LAND ADJACENT TO TRANE CEMETERY
Members noted the contents of Mr. Mark Phillips email dated 12th October 2012.  It was RESOLVED:   To accept Proposal (4) in principal and on the basis that the developer would lease the SSSI land on behalf of the Community Council to Welsh Wildlife.  The Clerk to arrange a further meeting with Welsh Wildlife, the Developer and the Community Council
 
6.3 DRAINAGE PROBLEMS - COEDELY
RCTCBC letter dated 1st October was accepted and noted.  It was RESOLVED:  To remove this item from the agenda.
 
6.4 PANT-Y-BRAD LANE – PLAQUE

 6.5 PARKING ISSUES – GILFACH ROAD
The Clerk advised that PCSO Cath James had been asked to call into the office to discuss the issues with parking and she informed the Clerk that 1 vehicle had been issued with a parking ticket.   The Clerk was asked by PCSO James if she would email County Borough Councillor Eudine Hanagan, an Officer from RCTCBC to ask if they would meet PCSO James on site.
 
Councillor Hanagan letter dated 19th October advised that Offices of the County Council are seeking solutions to this issue.  The Clerk was asked to reply to Councillor Hanagan’s letter.
 6.6 TAKING THE COMMUNITY COUNCIL ON THE ROAD
 The Clerk reported that the halls in Coedely and Edmondstown were unable to accommodate the council on a Thursday evening. 
 
It was RESOLVED:  That the following venues would be used for future meetings:  Thomastown, Capel Farm and Prichard Street. 
 
It was also RESOLVED:  That the Clerk would contact Williamstown School to ask if the council could have use of their facilities for council meetings
 
 6.7 TONYREFAIL STRATEGIC PARTNERSHIP

 6.8 RCTCBC – POLICY ON WIND FARMS
 Proceeding – no reply from RCTCBC
 
 6.9 PARKING – MILL STREET AND HIGH STREET
Members took on board the comments made in RCTCBC letter dated 28th September 2012. It was reported to the meeting that no signage whatsoever could be found in Mill Street or High Street in relation to allowing parking provision for up to 1 hour with no return within 1 hour. The Clerk was asked to notify RCTCBC of this concern.
 
 6.10 SENIOR CITIZENS CHRISTMAS DINNER
The Clerk advised that tickets would be on sale on Tuesday 13th and 20th of November in the Community Hall, Prichard Street.
 
Councillors Alex Davies, Karen Godfrey and Councillor Bev Jenkins advised they would be attending the Christmas Dinner
 6.11 PLANNING TRAINING FOR COUNCILLORS.
Proceeding – No reply from RCTCBC and the Clerk was asked to make further enquiries.
 
7. CORRESPONDENCE
 
 7.1 ONE VOICE WALES – TRAINING NEEDS SURVEY 2012
 Members noted the contents of their letter dated 11th September 2012.
 
 7.2 OMBUDSMAN
 The Clerk circulated members a copy of their email dated 20th September 2012.
 
 7.3 BOUNDARY COMMISSION FOR WALES
Members noted the contents of their letter dated October 2012 in respect of ‘The 2013 Review of Parliamentary Constituencies n Wales Revised Proposals’.
 
7.4 RCTCBC – COUNCIL TAX PRECEPT 2013-2014
It was RESOLVED:   That the Precept meeting would take place immediately after the Monthly meeting in January 2013.
 
7.5 NATIONAL ASSEMBLY FOR WALES – JANET FINCH-SAUNDERS AM/AC
Members noted the contents of Ms. Janet Finch-Saunders letter dated 29th October.  The Clerk was asked to complete the relevant contact database as requested.
 
8. PLANNING
With the exception of Planning Application 12/0929/13 there were no objections or observations made in respect of any of the other applications placed on this month’s agenda.  Councillor Harding wished it to be record that he fully supported application No’s: 12/0996/10 and 12/1094/10.
 
In respect of Planning Application 12/0929/13 the Clerk was asked to write to RCTCBC advising that in the L.D.P it states that a new school is to be built on this land but there is no mention of a school in the planning application.
 
9. FOOTPATH REPORT
Members noted the footpath report for November.
 
10. ACCOUNTS PAID SEPTEMBER AND OCTOBER 2012
The accounts as provided were approved and accepted.
 
11. MEMBERS/CLERKS REPORT
 
 11.1 – CLERK’S REPORT
i). The Clerk reported that she had met with Probation Trust Wales to discuss the painting of the railings in the cemetery.   It was RESOLVED:  That the Clerk arranges for them to undertake this work.
 
ii). The Clerk had received an invitation for the Chairman and Members to attend the Youth Speaks competition in Tonyrefail School on Thursday 6th December.  It was RESOLVED:  That Councillors Karen Godfrey and Alexandra Davies would attend.
 
11.2 MEMBERS REPORTS
It was reported that the following grit bins had been removed.  On the corner of School Street and Collenna Road and also opposite the quarry on Collenna Road.  The Clerk was asked to contact RCTCBC.
 
12. MONTHLY PACT MEETING REPORT
It was reported that the next PACT meeting would be held on 12th November in Tonyrefail West and the 2nd December in Tonyrefail East.
 
 
13. TRANE CEMETERY
 
 13.1 MEMORIAL SAFETY TESTING
The Clerk advised that all the large memorials which were unsafe had now been laid flat.  The Clerk further advised that the help provided by the Memorial Safety Officer in RCTCBC had been invaluable.
 13.2 TREES
The Clerk advised that she was waiting on 1 quotation.  It was RESOLVED:  That the Clerk and Chairman would meet to discuss all the quotation and that they would both have plenary powers to award the contract.
 
 13.3 GROUND GUARDS
The Clerk reported that owing to the wet conditions we are experiencing of late, the ground in the cemetery is sodden and asked if ‘Ground Guards’ to the value of 3,200 could be purchased to try and alleviate some of the problem in the new section of the cemetery.  It was RESOLVED:  That the Ground Guards are purchased.
 
14 ALLOTMENTS 
 
 14.2 PRICHARD STREET – REQUEST FOR PIPING

STANDING ORDERS WERE SUSPENDED WHEN A MEMBER OF THE PUBLIC ARRIVED AND ASKED TO SPEAK TO THE COUNCIL
 
The issue of parking in the Rhondda Bowl private car park was discussed. The Clerk was asked to write to RCTCBC.
 
The question of the possibility of the ‘amalgamation’ of clubs in the area was also raised.  Council advised that the individual establishments would need to be contacted directly.
 
STANDING ORDERS WERE RESUMED.
 
15 BUS SHELTER REQUIREMENTS
Members identified the bus stops requiring shelters and the Clerk was asked to write to RCTCBC to ask if they would consider the provision of shelters at these sites in the future.
 
16. COEDELY PARK
The content of RCTCBC letter dated 23rd October was noted.  It was RESOLVED:  That this item is removed from the agenda.
 
17. DOG FOULING
Members noted the content of RCTCBC email dated 28th September.  It was RESOLVED:  That this item is removed from the agenda.
 
18. TRAFFIC CALMING – GWERN HEULOG ESTATE, COEDELY
Further to RCTCBC letter dated 25th September, the Clerk was asked to reply to ask if they will liaise with the Developer in respect of enforcing the traffic calming measures.
 
19. HEALTH AND SAFETY

20. TO APPROVE HALF YEARLY ACCOUNTS
It was RESOLVED:   To approve and accept the half yearly accounts as presented.
 
21. AUDIT
 
 21.1 Certified Annual Return for year ended 31st March 2012
 It was RESOLVED:  To approve and accept the Certified Annual return.
 
21.2 Notice of Conclusion of Audit and Right to Inspect the Annual Return
he Clerk advised that the notice will be displayed on the 9th November 2012 and a copy will also be placed on the website.
 
22. WAUNRHYDD ROAD
RCTCBC letter dated 18th October 2012 was discussed.  It was felt that since some work has been carried out on the L.H side as you approach the traffic lights that there has been a slight improvement.  However Councillor Kiff will try and provide photographic evidence of the flooding that has occurred.
 
23 LLANTRISANT LEISURE CENTRE – CLOSURE OF HEALTH SUITE
The Clerk was asked to liaise with Llantrisant Community Council on this matter.
 
24 RWE Npower RENEWABLE – COMMUNITY FUND
Owing to the deadline for applications from Community Groups to apply for funding was the 19th November, the Clerk circulated the information to Members prior to this meeting.
 
25. COUNTY BOROUGH COUNCILLLOR PAUL WASLEY
Members noted the contents of Councillor Wasley’s email dated 1st November.
 
26. DATE AND VENUE OF NEXT MEETING
The next meeting of the Council will take place on Thursday 13th December at 6.30 pm at the Community Hall, Prichard Street, Tonyrefail.
