Community Council Meeting Minutes - March 2012

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 8th March 2012 at Tonyrefail Community Hall, Pritchard Street, and Tonyrefail which commenced at 6.30 p.m
 
Present:   Councillors:  Messrs. S. Stevens (Vice Chairman), S. Kiff, Mrs. D. Roberts and Mrs. K. Godfrey.
 
In Attendance:    Mrs. P. Williams (Clerk)
 
1 APOLOGIES
Apologies for absence were received from A. Wharton (ill health), Mr. S. Ambani (ill health), N. Whitehead (holidays), M. Jenkins (prior engagement), B. Jenkins (family commitment), B. McDonald and R. B. McDonald.
 
2. DISCLOSURES OF PERSONAL INTEREST
There were no disclosures of personal interest declared.
 
3. CONFIRMATION OF MINUTES
The minutes of the Monthly meeting held on Thursday 9th February 2012 were confirmed as a correct record.
 
4. PUBLIC BREAK
There were no members of the public present.
 
5. MATTERS ARISING FROM THE MINUTES
 
5.1 TRAFFIC CALMING – FRANCIS STREET, THOMASTOWN.
Members noted the receipt of an acknowledgement of a letter from the Community Council.
 
5.2 LAND ADJACENT TO TRANE CEMETERY

5.3 MEMORIAL SAFETY – TRANE CEMETERY
Having met with the Memorial Safety Officer from RCTCBC, the Clerk provided Members with a draft copy of the Memorial Safety Policy for their consideration and asked that they report back to the next meeting of the Council.
 
The Clerk advised that notices would be displayed in Trane cemetery, as well as on the website and in the local correspondent’s column of the Pontypridd and Llantrisant Observer.

5.6 DOG FOULING
The Clerk was asked to write to the Enforcement Officer in RCTCBC for an up-date.  Cllr. S. Kiff advised that Communities First are working with the local schools and organizing a poster competition in respect of dog fouling.
 
5.7 SCHOOL STREET – PARKING
The Clerk had received an email from Cllr. R. B. McDonald advising that a site meeting took place with Lynne Sherwood (RCTCBC Highways) and an officer from South Wales Traffic Control outside of the school and witnessed the chaos that occurred.  He advised that there are a few things that can be done to help and he will keep the community council informed.
 
5.8 SENIOR CITIZENS CHRISTMAS DINNER 2012
Members were provided with 4 quotations for the cost of the meal.  It was RESOLVED:  To accept the quotation from Boyce Caterers and the Clerk was to ask if the cheese and biscuits could be substituted with mince pies.
 
5.9 HEALTH & SAFETY

6. CORRESPONDENCE
 
6.1 ONE VOICE WALES – CLARIFICATION OF DATES FOLLOWING ELECTION
 Members noted the information from One Voice Wales.
 
 6.2 KIDNEY WALES FOUNDATION – WALK FOR LIFE
Members noted the contents of their letter dated 7th February 2012.
 
7. PLANNING
 
7.1 PLANNING APPLICATION 11/1387
No reply had been received to the Clerk’s letter dated 20th February.  The Clerk would contact RCTCBC to ask for clarification on the business use of these dwellings and to ask if a planning application had been applied for as to the change of use of the buildings.
 
7.2 PLANNING APPLICATIONS – AS PER AGENDA
There were no objections/observations made to any of the planning applications placed on this month’s agenda.
 
8. FOOTPATH REPORT
The Footpath report for March was noted.
 
9. ACCOUNTS PAID FEBRUARY 2012
Members accepted the accounts as presented.
 
10. MEMBERS/CLERKS REPORT
Cllr. S. Stevens advised that he had attended the Planning meeting held at RCTCBC on the 1st March 2012 and advised that both planning applications relating to Coedely that the Community Council had raised objections were deferred.
 
The Clerk advised council that she had 7.1/2 days holiday to take prior to the end of this month and she asked if she would be able to carry 5 days over to 2012/13 holiday entitlement if necessary.   It was RESOLVED:  To accept the Clerks request.
 
11 TO RECEIVE:  MONTHLY PACT MEETING REPORT
Members noted the content of an email from Sergeant J. Rees.
 
12. COUNCIL INSURANCE – RENEWAL FOR 2012/13
Members were provided with quotations for the renewal of the council’s insurance.  It was RESOLVED:  To accept the quotation from Zurich insurance.
 
The Clerk advised that she had been able to reduce the premium of the council’s vehicle insurance down to 419.00 from a renewal quote of 844
 
13. MONUMENTAL MASON - REGISTRATION
The Clerk informed Members that in Trane cemetery rules and regulations that we insist on Monumental Masons being registered with BRAMM, but following receipt of a the Judgement in respect of the recent Judicial Review for the case of NAMM and Cardiff City Council, the Clerk asked if council would consider falling in line with RCTCBC who insist Monumental Masons being registered with either BRAMM or RQMF.  It was RESOLVED:  To accept both BRAMM and RQMF registered Monumental Masons.
 
14. DATE AND VENUE OF NEXT MEETING.
The next meeting of the Council will take place on Thursday 12th April 2012.
