Community Council Meeting Minutes - June 2010

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 13th May 2010 at Tonyrefail Community Hall, Pritchard Street, Tonyrefail, at 7.00 pm

Present:  Cllrs. Mrs. K. Godfrey (Chairman),Mrs. D.Roberts, Mrs. B. McDonald, Mrs. B. Jenkins, Mrs. A. Wharton, Mrs. L. Michel,  Messrs. S. Ambani, S. Stevens,  N. Whitehead and Mr. Jenkins (Vice Chairman)

In Attendance:    Mrs. P. Williams (Clerk)

The Chairman congratulated Cllr. Shawn Stevens on being elected as a Member of Tonyrefail & District Community Council and welcomed him to his first meeting.

1.  APOLOGIES
An apology for absence was received from Cllr. R.B. McDonald.

2.  DISCLOSURES OF INTEREST
There were no disclosures of interest declared.

3.  CONFIRMATION OF MINUTES
The minutes of the Annual meeting and the Monthly meeting held both held on Thursday 13th May were confirmed as a correct record.
 
4.  PUBLIC BREAK
There was 1 member of the public present and he reported that there were no ‘dog’ bins in Tyn-y-Bryn park.  The Clerk would ask the council staff to check this and report the findings to R.C.T County Borough Council.

5.  MATTERS ARISING FROM THE MINUTES

5.1  BENCHES AT TRANE CEMETERY
The Clerk reported that the cost for the type of bench that was sited in the Garden of Remembrance is 349.00.  It was RESOLVED:   To accept the price and that the Clerk arranges to purchase a quantity of 2 for this financial year and that a further quantity would be purchased in 2010/11.

5.2  ‘NO THROUGH ROAD’ SIGN COLLENNA RD/WINSLADE AVE.
Members noted the contents of a letter from RCTCBC dated 26th May advising RCTCBC have prioritised a 3 year programme and the volume of requests for signs far exceeds the available budget and that under these circumstances the inclusion of additional schemes and locations cannot be considered.

The Clerk was asked to speak to Cllr. R.B. McDonald on this matter.

5.3  REPLACEMENT OF WORKS VEHICLE
The Clerk had received some costs for a new vehicle, but advised Members that the cemetery supervisor and she would arrange to view several different vehicles to see which will be the most suitable to the needs of the council.

5.4  BUS SHELTER HEOL TY-LLWYD.
RCTCBC no longer have any bus shelters that they can offer the Community Council at present.    Owing to the vandalism that has taken place on this shelter it was RESOLVED:  That the Clerk arranges to have the bus shelter taken away

6.  CORRESPONDENCE

6.1  MINOR AUTHORITY VACANCY TONYREFAIL PRIMARY SCHOOL

The Clerk referred to an email which had been sent to the Community Council regarding the abovementioned.  It was RESOLVED:  That Cllr. M. Jenkins will represent the Community Council for this vacancy.

6.2  OMBUDSMAN
The Clerk provided Members with a copy of the ‘Proposal for a common complaints system for public services providers’.  It was RESOLVED:  This was deferred to the next meeting.

6.3  OMBUDSMAN

The Clerk had forwarded a copy of ‘The Code of Conduct for members of local authority in Wales: Guidance’ to each member.

The Clerk advised Members that she had attended a meeting in RCTCBC and that the ‘Monitoring Officer’ his ‘deputy’ or the ‘Corporate Solicitor’ proposed to attend individual Community/Town Council meetings to deliver the relevant training over the next 12 months.

6.3  ROAD TRAFFIC REGULATION ACT 1984
Tylcha Wen Terrace, Celyn Isaf, Gelli’r Haidd and Tylcha Wen Terrace,

Members noted the contents of RCTCBC letter dated 8th June advising that the ‘Notice of the making of the Order will be published in the Western Mail on 9th June 2010.

6.4  ROAD TRAFFIC REGULATION ACT 1984
Ely Valley Road, Tylcha Fach Terrace, Gwern Heulog,
Prohibition of Waiting at any time order 2010.

Members noted the contents of RCTCBC letter dated 8th June 2010 advising that the ‘Notice of the making of the Order will be published in the Western Mail on 9th June 2010.

6.5ROAD TRAFFIC REGULATION ACT 1984
A4119 Ynysmaerdy to Coedely
Revocation, Derestriction, 40mph and 50mph Speed Limit Order 2010

Members noted the contents of RCTCBC letter dated 18th May 2010.

6.6  WELSH ASSY. GOVERNMENT
Members noted the ‘Changes to Accounts and Audit Regulations and Capital Finance and Accounting regulations in Wales.

6.7  LOGAN LANGMEAD
A letter from the parents of Logan had been received thanking Cllr. Roberts for her kind donation from her Chairman’s allowance for 2009/10.

7.  PLANNING
There were no objections/observations to any of the following planning applications:
10/0381/10, 10/0479/10, 10/0107/10, 10/0341/10, 10/0388/10, 10/0429/01, 10/0344/10, 10/0536/15, 10/0486/10, 10/0567/10/

8.  FOOTPATH REPORT

Members noted the contents of the footpath report for June 2010

9.  ACCOUNTS
It was RESOLVED: That the accounts for June be approved and accepted.

10.  REPORTS/COMPLAINTS

10.1  MEMBERS
The issue of ‘snakes’ being kept at a residential address in Tonyrefail was raised and it was reported that there was great concern for the safety of residents and that a petition had been raised.

The Clerk was asked to write to the Chief Executive of Rhondda Cynon Taff County Borough Council advising that the Community Council fully supports the residents concerns.  The Clerk was asked to forward a copy of the letter to the following: 
Mr. Owen Smith – MP,    Ms. Jane Davidson AM and to Tonyrefail County Borough Councillors.

10.2  CLERK
The Clerk advised Members that the ‘agenda’ for July meeting would be amended to comply with the ‘training’ she had received in relation to the WWYC course.   It was RESOLVED:  To accept the Clerks comments.

11.  AGENDA

11.1  TO APPROVE YEAR END ACCOUNTS

Members were provided with a copy of the following:
Budget 2009/10,
Bank Reconciliation including Creditors and Debtors 2009/10
Bank Reconciliation 2009/10
Cash Book Reconciliation 2009/10
Creditors and Debtors list 2009/10
Income and Expenditure Account 2009/10
Balance Sheet as at 31st March 2010
List of outstanding cheques as at 31st March 2010
Income and Expenditure Balance Sheet 2009/10
Staff Costs 2009/10

Members noted the contents of the abovementioned and it was RESOLVED:  To approve and accept and accounts as presented.

11.2  TO APPROVE THE INTERNAL AUDITORS REPORT 2009/10
Members were provided with a copy of the abovementioned and it was RESOLVED:  To accept and approve the report.

11.3  ANNUAL RETURN 2009/10
Members were provided with a copy of the Annual Return for 2009/10 and it was RESOLVED:  To accept and approve the return.

11.4  BANK SIGNATORIES
The Clerk informed Members that a further signature was required as Mrs. T.Radcliffe was no longer a Councillor.  It was RESOLVED:  That Cllr. Mrs. B. Jenkins would replace Cllr. T. Radcliffe.  The Clerk would make the necessary arrangements.

11.5  ALLOTMENTS REAR OF MEYRICKS ROW, PENRHIWFER
Members noted the contents of the letter from Cooke & Arkwright dated 2nd June 2010 advising that the freehold of the above allotments will be auctioned on the 23rd September 2010.

12.  DATE AND VENUE OF NEXT MEETING
The next meeting of the Community Council will be held on Thursday 8th July 2010 at 6.30 p.m. in the Community Centre, Pritchard Street, Tonyrefail.

The meeting closed at 7.05 pm.
