Community Council Meeting Minutes - February 2013

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 14th February 2013 at The Community Centre, Thomastown, which commenced at 6.30 pm
 
PRESENT:    Messrs. S. Stevens (Chairman), S. Kiff (Vice Chairman), G. Evans, N. Harding. H. Jones, G. Powell, Ms. Alexandra Davies, Mrs. D. Roberts and Mrs. B. Jenkins

1 APOLOGIES
An apology for absence was received from Councillor A. Davies.
 
2. DISCLOSURES OF PERSONAL INTEREST
Councillor Ms. A. Davies declared an interest in Minute No. 8.3 – The house belongs to my Uncle.
 
3. COMMUNITIES FIRST
It was RESOLVED:  To removed this item from the agenda.
 
4. CONFIRMATION OF MINUTES
The minutes of the Monthly Meeting and the Precept meeting both held on Thursday 10th January 2013 were approved as a correct record.
 
5. PUBLIC BREAK
There were no members of the public present.
 
6. MATTERS ARISING FROM THE MINUTES
 
6.1 TONYREFAIL O.A.P
It was RESOLVED:  To remove this item from the agenda.
 
6.2 LAND ADJACENT TO TRANE CEMETERY
As the meeting scheduled for 31st January was postponed by the Developer, a new date for a meeting was required.  It was RESOLVED:  That Thursday 28th February, 7th March or 14th March would be suitable dates for Councillors to attend.
 
6.3 PANT-Y-BRAD LANE – PLAQUE

6.4 TAKING THE COMMUNITY COUNCIL ON THE ROAD
The Clerk had emailed Williamstown School but had received no reply.
 
6.5 BUS SHELTERS
The Clerk advised that she is waiting to meet with RCTCBC in respect of a suitable location for the bus shelter in Bryngolau.
 
6.6 ONE VOICE WALES MEMBERSHIP
It was RESOLVED:  That the Community Council decline the offer of Membership for 2013-2014
 
6.7 VISIT TO RHYS-CYCLING
Owing to the snowfall on Thursday 17th January the visit to Rhys Cycling was postponed. It was RESOLVED:  That the visit would now take place Tuesday 26th February.  Councillors Huw Jones, Alexandra Davies, Bev. Jenkins and Shawn Stevens together with the Clerk would attend
 
6.8 EDMONDSTOWN PARK
Members noted the letter dated 16th January from RCTCBC advising that the fencing would be completed by the 31st March 2013.  It was RESOLVED:  To remove this item from the agenda.
 
6.9 TREE PRESERVATION ORDERS
Members noted the email from RCTCBC.  It was RESOLVED:  To remove this item from the agenda.
 
6.10 ELY VALLEY MINERS CLUB – FOOTBALL GROUND
It was reported that the funding application had been unsuccessful.  It was also reported that further avenues for funding would be pursued in the future.   It was RESOLVED:  That this item is removed from the agenda.
 
6.11 STAFFING
Proceeding.
 
6.12 ONE VOICE WALES – TRAINING
It was RESOLVED:  To remove this item from the agenda.
 
6.13 TYN-Y-BRYN PARK
Members noted the contents of RCTCBC letter dated 16th January 2013. Councillors will keep monitoring the situation.   It was RESOLVED:  To remove this item from the agenda.
 
6.14 PILLARS – OPPOSITE WAUNRHYDD ROAD - REVIEW
No reply had been received from RCTCBC – It was RESOLVED:  That the Clerk writes again.

7.1 WELSH GOVERNMENT – S1376 EXPENDITURE:  LIMIT 2013-14
The content of their letter dated January 2013 was noted.
 
7.2 URDD GOBAITH CYMRU – REQUEST FOR FINANCIAL ASSISTANCE
The content of their letter dated January 2013 was noted.
 
7.3 RCTCBC – COMMUNITY COUNCILS RE-CHARGE – ELECTIONS MAY 2012
The content of their letter dated 15th January 2013 was noted.
 
7.4 SLCC – WELSH TRAINING SEMINAR
It was RESOLVED:  That the Clerk would attend the training event Wednesday 11th April 2013
 
7.5 WELSH GOVERNMENT – WEBSITES FOR TOWN & COMMUNITY COUNCILS
It was RESOLVED:  That the Clerk obtains further information from RCTCBC.
 
7.6 WALK FOR LIFE – FUNDRAISING EVENT 24TH MARCH 2013
The content of their letter dated 29th January 2013 was noted.
 
8. PLANNING
Having previously declared an interest in Planning Application 8.3 on this month’s agenda Councillor Alexandra Davies left the room whilst this item of business was discussed.
 
There were neither observations nor objections to any planning applications placed on this month’s agenda.
 
9. FOOTPATH REPORT
Members noted the contents of the Footpath report for February 2013
 
 
10. ACCOUNTS
 
10.1 ACCOUNTS PAID JANUARY 2013
It was RESOLVED:  To Approve and accept the accounts paid in January 2013.
 
10.2 TO APPROVE AND ACCEPT QUARTERLY ACCOUNTS AS AT 31/12/13
It was RESOLVED:  To Approve and accept the quarterly accounts as presented.
 
11 TO RECEIVE:  MEMBERS AND CLERKS REPORT
 
11.1 MEMBERS REPORT
The Clerk had nothing to report
 
11.2 CLERKS REPORT
Pot-holes were reported along High Street from the Rugby Club to the Spar, also reported was a ‘very deep’ pot-hole by the shop in Nant Eirin in Thomastown.  It was RESOLVED:  That the Clerk would contact RCTCBC.
 
It was reported that an area of land near Tref-y-Rhug School was RCTCBC land.  It was RESOLVED:  That the Clerk confirms this information with RCTCBC and to ask that the land in question is cleaned-up.
 
The condition of the telephone box in Tyn-y-Bryn Road was discussed.  It was RESOLVED:  That the Clerk contacts the relevant authority.
 
A request was made for a litter bin to be placed near the Bus Shelter on St. John’s Road Tonyrefail.  A further request for a litter bin was on the corner of High Street by the Savoy Theatre.  It was RESOLVED:  That the Clerk contacts RCTCBC to request litter bins in these locations.
 
It was reported that the Tonyrefail Rugby Club are unable to book the Astroturf pitch in the school and that each time they enquire they have been told that it is full.  The Clerk to contact RCTCBC on this matter.
 
During the recent adverse weather conditions it was reported that School Street in Tonyrefail had not been gritted.  It was RESOLVED:  That the Clerk writes to RCTCBC.
 
12. TO RECEIVE:  MONTHLY REPORT FROM THE PACT MEETING
Councillor Jones reported that he had been unable to attend the last PACT meeting.  It was reported that various organisation will be contacted to try and encourage attendance at the meetings.    It was also reported that the possibility of reverting back to monthly meetings as opposed to bi-monthly is being considered.
 
13. TRANE CEMETERY
 
13.1 TREE SURVEY INSPECTION 30TH JANUARY 2013
Members were provided with a copy of the report.
 
13.2 QUOTATION FROM OAKDALE TREE AND GARDEN SERVICES
The Clerk advised that she had arranged for the work to be carried out in respect of the quotation for the tree survey above.
 
13.3 REPLACEMENT OF GARAGE ROOF
It was RESOLVED:  To accept the quotation from Andrew Lang.

14.1 PRICHARD STREET ALLOTMENTS
Proceeding.
 
15 HEALTH AND SAFETY UP-DATE
The Clerk advised she is waiting to meet with a Health & Safety advisor.
 
16. COMMUNITY COUNCIL PUBLICITY
Members were presented with some information.  The Clerk to re-present in the March meeting.
 
17. SENIOR CITIZEN’S CHRISTMAS DINNER 2013
It was RESOLVED:   That the price from Boyce Caterers is accepted.
 
18. TO MEET:   KIM WILLIS FROM THE ANVIL TRUST IN TONYREFAIL

Councillor Glen Evans gave his apologies and left the meeting

It was RESOLVED:  That this item is removed from the agenda.

It was RESOLVED:  To approve and accept the information as presented.

21. PROJECTS
A discussion took place and various ideas were discussed which would be brought back to council in the future.
 
22. DATE AND VENUE OF NEXT MEETING
It was RESOLVED:  That the next meeting of the Council will take place on Thursday 14th March  2013 at the Community Hall, Prichard Street, Tonyrefail at 6.30 pm.
