Community Council Meeting Minutes - December 2011

Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 8th December 2011 at Tonyrefail Community Hall, Pritchard Street, Tonyrefail which commenced at 6.30 p.m
Present:   Councillors:  Messrs. M. Jenkins (Chairman), N. Whitehead, S. Kiff, Mrs. B. Jenkins and Mrs. K. Godfrey
 
In Attendance:    Mrs. P. Williams (Clerk)
 
1 APOLOGIES
Apologies for absence were received from Cllrs. S. Stevens, D. Roberts, A. Wharton (who has been admitted to hospital again) and Mr. S. Ambani (still recovering from illness).
 
2. DISCLOSURES OF PERSONAL INTEREST
There were no disclosures of personal interest declared.
 
3. CONFIRMATION OF MINUTES
The minutes of the Month meeting held on 9th December 2011 were confirmed as a correct record.
 
4. PUBLIC BREAK
Mr. Harding was in attendance and had been asked by the Coedely Community Centre to express their thanks for the recent funding they received from the Community Council.
 
Mr. N. Harding advised that he would like to stand as a Councillor for the Coedely ward in the May 2012 elections.  The Clerk advised that she would email him the contact details for the Electoral Department of RCTCBC in order for him to apply.
 
He asked if Councillor Mrs. B. McDonald was prepared to write an apology regarding the site meeting held at Gwern Heulog, to which the Chairman advised that it was not her intention to do so as her apology had been minuted previously. 
 
A discussion took place on the salt bin outside 45 Gwern Heulog.  The bin had been placed by the developer and the Clerk was asked if she would contact RCTCBC regarding the replacement of salt.
 
5. MATTERS ARISING FROM THE MINUTES
 
5.1 LAND ADJACENT TO TRANE CEMETERY

5.3 STONE PILLARS – PENRHIWFER ROAD
The Clerk circulated members with a copy of a letter she had received today’s date from RCTCBC which informed the council that one pillar has already been removed and work will be continuing on site this week to rebuild that pillar and to erect a fence where the redundant gates once stood.
 
5.4 PRICHARD STREET ALLOTMENT
As a result of Councillor R. B. McDonalds request to RCTCBC the fencing between the community hall and the allotments had been secured.

6. CORRESPONDENCE
 
6.1 Thank you letters.
Members noted the letters from the following organisations:  Capel Farm Youth Club, Tonyrefail & District Gardening Club and Tonyrefail Boys & Girls Club.
 
6.2 Mini Rugby Starts (Cwmlai) – S137 Financial Assistance
The Clerk was asked to obtain more information.
 
6.3 Capel Farm Youth Club – S137 Financial Assistance
It was RESOLVED:  That a grant of 200 is awarded to this organisation.
 
6.4 Bobath Children’s Therapy Centre – S137 Financial Assistance
It was RESOLVED:  That no grant is awarded.
 
7. PLANNING
There were no objections nor observations made to any of the planning applications placed on this month’s agenda.
 
8. FOOTPATH REPORT
Members noted and accepted the footpath report for December 2011. 
 
9. ACCOUNTS FOR PAYMENT
It was RESOLVED:  To accept the accounts for payment as reported for December 2011.
 
10. MEMBERS/CLERKS REPORT
Cllr. B. Jenkins advised that there were people in the Senior Citizens Christmas Dinner who were from outside of the community council area despite the tickets issued being checked with the Electoral Register.   An announcement was made that should this happen in the future then those concerned would be asked to leave.  She further commented that the night was a total success.
 
Cllr. K. Godfrey reported on her attendance at the ‘Youth Speaks’ competition on the 1st December and asked the Clerk to write to Tonyrefail School to congratulate them on winning ‘The Best Speaker’ award.  She confirmed that the next stage goes to the National Competition to which a further invitation will be sent to the Community Council.  Cllr. Godfrey thoroughly enjoyed the evening.
 
Cllr. S. Kiff advised that only on 1 occasion was the Dinner advertised in full in the correspondent’s column of the Pontypridd/Llantrisant Observer and that he has had several complaints on various matters as to the amount of information that is edited before publication.  The Clerk was asked to write to the Editor regarding this issue.
 
Cllr. Kiff also reported a ‘pot hole’ in Heol Pymmer which had been reported by residents to RCTCBC on several occasions but to no avail.  The Clerk was asked to write to RCTCBC as the pot hole is now 4 – 6” deep.
 
11 TO RECEIVE:  MONTHLY PACT MEETING REPORT
Cllr. S. Stevens had forwarded an email to the Clerk on various issues discussed at the PACT meeting.  The Clerk circulated each Member present with a copy and they noted the same.
 
12. DATE AND VENUE OF NEXT MEETING.
The next meeting of the Council will take place on Thursday 12th January 2012
