Minutes of the Monthly Meeting of Tonyrefail & District Community Council held on Thursday 11th April 2013 at The Community Centre, Prichard Street, Tonyrefail which commenced at 6.30 pmPRESENT: Councillors Messrs: S. Stevens (Chairman), S. Kiff (Vice Chairman), G. Evans, A. Davies, H. Jones, Mrs. K. Godfrey and Ms. A. Davies In Attendance: Mrs. P. Williams (Clerk)1 APOLOGIESAn apology for absence was received from Councillor N. Harding (Work commitment). 2. DISCLOSURES OF PERSONAL INTERESTThere were no disclosures of personal interest declared3. CONFIRMATION OF MINUTESWith the following amendment to the minutes of the March meeting which was held in the ‘Community Hall, Prichard Street, Tonyrefail’ and not Thomastown Community Centre the minutes of the Monthly Meeting held on the 14th March together with minutes of the Site Meeting held at Trane Cemetery on the 21st March were approved and confirmed as a correct record.4. PUBLIC BREAKMs. B. Taylor a resident was in attendance and a discussion took place on the proposed Solar Park at Wauncastellau. The Chairman advised that this item had been placed on the agenda and would be discussed further in item 7.6Ms. Taylor thanked the council and left the meeting.5. MATTERS ARISING FROM THE MINUTES.5.1 LAND ADJACENT TO TRANE CEMETERYa). The Clerk had written to RCTCBC for a meeting with a Planning Officer but to date had not received any reply. It was RESOLVED: That the Clerk writes a further letter.b). CCW and Welsh Wildlife – Waiting further information from CCW as per the minutes of the site meeting held on 21st March 2013.5.2 TAKING THE COMMUNITY COUNCIL ON THE ROAD Still no reply from Williamstown School. Proceeding5.3 BUS SHELTERSThe Clerk had been advised that Letters for the consultation in respect of the placing of a bus shelter in Bryngolau would be sent out by RCTCBC shortly6. CORRESPONDENCE6.1 RCTCBC – CODE OF CONDUCT TRAININGMembers noted the contents of RCTCBC letter dated 22nd March 2013 and the Clerk had provided RCTCBC with dates of future meetings in which the Code of Conduct Training can be held.6.2 CAMPAIGN FOR THE PROTECTION OF RURAL WALES It was RESOLVED: To retain membership to this organisation.7. PLANNING7.1 – 7.5 PLANNING APPLICATIONSThere were no objections nor observations made in respect of the planning applicationsplaced on this month’s agenda.7.6 PROPOSED SOLAR PARKA further discussion took place and it was RESOLVED: That a letter of response would be sent to Pegasus Group in respect of their consultation letter dated 2nd April 2013.7.7 LAND ADJACENT TO THE MEADOWS/GWERN HEULOGMembers noted the content of an email which had been received from RCTCBC in respect of formal planning permission which had been granted.8. FOOTPATH REPORT FOR APRIL 2013Members noted the footpath report for April. 9. ACCOUNTS It was RESOLVED: To accept the payments as presented for March 2013. 10. TO RECEIVE: MEMBERS AND CLERKS REPORT10.1 CLERKS REPORTThe Clerk advised that she had contacted RCTCBC in respect of additional collection points for re-cycling bags.The Clerk advised she had contacted Williamstown School in relation to Councillor Huw Jones request for a meeting with the Head teacher. 10.2 MEMBERS REPORTCouncillor Karen Godfrey reported on the Community Liaison Committee meeting she had attended at RCTCBC. She advised each community council will be approached by RCTCBC in respect of the offer of £500 for a website. It was RESOLVED: That when the offer letter is received that the Community Council accepts the same.The subject of the redundant phone box in Tyn-y-Bryn road was discussed. The Clerk advised that she had reported this to B.T some time ago and that she will contact them again.It was reported that the fence opposite the Newsagents on Waunrhydd Road had been damaged and the Clerk was asked to inform RCTCBC and to enquire as to the possibility of a lockable gate being placed at this locationIt was also reported that a lot of rubbish was on the banking behind Station Road which could be seen from the A4119. The Clerk was asked to inform RCTCBC.The subject of the planning decision being deferred in respect of The Savoy was discussed. The Clerk was asked to place this item on the agenda for the next meeting.11. TO RECEIVE: MONTHLY REPORT FROM THE PACT MEETINGCouncillor Glen Evans gave a report for the PACT meeting in which the problem with parking in the town was discussed. It was RESOLVED: That this item is placed on the agenda for the next meeting of the council.In respect of the Community Council asking for both the East/West meetings to be combined the clerk was advised she would find the relevant information as to who to contact under ‘Our Bobby’.12. TRANE CEMETERY12.1 CEMETERY WALLFurther to the site meeting held in the cemetery on 21st March the Clerk advised that she had contacted the insurance company and had received the claim forms. 13 ALLOTMENTSThe Clerk advised that she had written to RCTCBC to ask if they have any allotment sites in this community council area and if so whether or not they have any vacant plots. 13.1 PRICHARD STREET ALLOTMENTSProceeding13.2 ALLOTMENT RULES AND REGULATIONS AND PLANS OF ALLOTMENTSMembers noted the content of the abovementioned.13.3 ALLOTMENT COMPETITIONIt was RESOLVED: That an allotment competition would take place. It was further RESOLVED: That a cup is purchased and presented to the ‘Best’ plot in each allotment site and that a large cup is purchased and presented to the Overall Winner of all the allotment sites. Judging will be undertaken by an External Judicator.The Clerk was asked to write to the Tonyrefail Gardening Club to ask if they would allow the presentation to take place at their Annual Presentation evening.13.4 ALLOTMENT LAND REAR OF PEMBROKE STREET, THOMASTOWNMembers noted the contents of RCTCBC letter dated 22nd March 2013 advising that this allotment site is not in their ownership. It was RESOLVED: That the Clerk ascertains ownership via the Land Registry office.A discussion took place on allotments in general and it was RESOLVED: That 2 representatives from each allotment site would be invited to a meeting with the Community Council’s Allotment Committee on Wednesday 1st May at 6.30 in Thomastown Community Centre. It was also RESOLVED: That a site meeting of each allotment would take place at a date to be agreed.14 HEALTH AND SAFETY UP-DATEThe Clerk advised that she is still particularly concerned in respect of this issue. It was RESOLVED: The Clerk obtains quotations for the Council’s Health and Safety requirements. 15. COMMUNITY COUNCIL PUBLICITYThe quotation from Tonyrefail Directory of £17.50 plus VAT was accepted. It was RESOLVED: That the advertisement would be placed.16. TO MEET: KIM WILLIS FROM THE ANVIL TRUST IN TONYREFAILProceeding17. PROJECTS17.1 REMEMBRANCE DAY PARADEA discussion took place and it was reported that a march would be organised from Tonyrefail School to Trane Cemetery. Enquiries are currently being made in respect of having a band in attendance. It was RESOLVED: That the Community Council would arrange to have a programme printed for the remembrance service. 17.2 ALLOTMENT COMPETITIONSee Minute 13.3 above.17.3 CHRISTMAS EVENTSAs no response had been received from RCTCBC in respect of whether or not they are going to provide any events this year. It was RESOLVED: That the Clerk writes a further letter to them. 18. TONYREFAIL SCHOOL – ASTROTURF FACILITYProceeding.19.
